During the inspection, Licensor Harris observed the front door which is the exit door to the premises was locked during the time of the visit. (3)(b) During the inspection, Licensor Harris observed a wooden dowel that was placed in between the window and wall that prevented the window from opening properly. (4)(c)(i)
